关于论文写作时态的困惑

看了一些临床研究，注意到大部分文章引用或者描述别人的结论/结果，都是用的现在完成时和过去时时态。

按照道理，他人的研究都已经成了事实，不应该用一般现在时吗？比如如下几个例子

1 Klok et al. reported that nearly one-third of ICU COVID-19 patients developed thrombotic complications，这里面的developed可以用develop吗？

2 the neutrophil–lymphocyte ratio (NLR) was associated with morbidity and mortality in heart failure, acute coronary syndromes, and type 2 diabetes。这句话是引用别人的研究发现，这里面的was可以改成is吗？还是必须用过去时？？？
