【求助】SCI投稿4月无回音，询问回信求解

APJCP投了4个多月了，Status 还是“Under 1st Review”，没有任何变化。最近写信询问审稿状态，回复是“ It has now undergone initial processing and review but unfortunately was not given sufficient priority for further consideration of publication.”
请问这是什么意思？是说还继续在审稿过程中吗？还是不能发了？
