英文期刊投稿遇到问题，求助各位大神

前两次投稿都被拒了，第三次投稿收到编辑发来的邮件，意思能明白，但不知道该如何解决。是解决问题a还是问题b还是都需要解决，拜托拜托，求各位大神解答！
