理解的对吗？

It is mid-summer and the temperature both inside and outside the operating room is 103 °F (39.4 °C). Neither the air conditioning nor the fans were working. The nurse who has been at the hospital for years says the air conditioner never works in the summer, but only in the winter. Incidentally this was also the case in most of the hospitals where I worked in Africa. In the winter, we would sit in the operating rooms freezing and covered with blankets, as the air conditioning could not be turned off. According to Roth et al [1] that would still seem to be the case.

“Neither the air conditioning nor the fans were working” 和 “the air conditioner never works in the summer” 这两句话都暗示了空调和风扇在夏天都无法正常工作，感觉就是“制冷效果不佳”，but转折，后面说冬天，那就是冬天效果好，但冬天又是冷死，那就说明制热效果不行，那就估计指“通风”效果好，as解释为“因为”？
