编辑回复revise and resubmit as new是什么意思？

先声明一下不是医学方向的，去年12月投了一个IEEE的期刊，最近得到回复，论文状态变成了revise and resubmit as new。不太理解这个as new是什么意思？请问是不是我修改了以后，论文会被发给新的审稿人？求大佬帮忙看一下！

更新一下，这是编辑回复邮件里的原话

Because we are trying to facilitate timely publication of manuscripts submitted to the Embedded Systems Letters, your revised manuscript should be uploaded as soon as possible but no later than a month from today. If it is not possible for you to submit your revision within a reasonable amount of time, we will consider your paper as a new submission.
